And to an extent that may be all that Disney needs. It need not be a consistent or sustained effort. But if Disney can get the word out that there is a real non-zero chance that you show up and get embarrassed (and don't get in) then many people won't risk it.
The publicity is probably more powerful to stop it than the policy. |
