I've seen better photos. It looks like an empty toilet roll, but cone shaped to help streamline the pee.

And to answer your question, I have urinated on my shoes. I have also urinated on my:

-Pant leg, after trying to pee while squatting on a toilet.
- Dress, after hiking it up and squatting in a park

I should really buy this little helpmate, eh?
