If a business decides to not allow it (I mean, how hard is it to set aside a few rooms out of the thousands they have?) then that's their right, but they're telling a good chunk of their market they don't want them around.

If they're getting more complaints then they are getting requests for smoking rooms, then that's probably exactly what they want to tell that part of the market.
