Ok, I have figured it out. Education credits for Michael and myself got us a pretty decent refund this year, but made our tax liability so low that we got $600 as a couple instead of $1200. Eh, oh well.
A girl Michael works with got $300 instead of $600 because her tax liability was low because her income is low.
