I've never heard that assessment. I'm not familiar with the plot of Wuthering Heights, but Wikipedia has a synopsis, perhaps you could compare.

I do know it won several 2008 Tony awards: Best Musical, Best Score, Best Choreographer, and Best Orchestrations.
