I remember not needing to take a test with the DMV for my learner's permit - as soon as I was enrolled in a driver training course (at our public school no less -

); I was able to get my permit (at 15 years, 2 months). But then, that was back in the day when the internal combustion engine was just getting popular

I made my Mom take me to the DMV on the day of my 16th birthday for my test to get my license; I even demanded to skip school to go in the morning.
