The Time Life ones are far from complete, but are rather a collection of the most popular episodes. This is the beginning of a near complete (save for some apparent omissions due to legalities) season-by-season release of the entire series, not just a "best of". Also, this collection has some extras, like on-screen facts and trivia, the the Time Life set lacks.
