Possible Excuses for Cheney to Use as to Why This Occured:

1. Warrantless domestic spying revealed he was getting phone calls from Al Qaeda.
2. If the Vice President does it, it's not against the law.
3. I was hoping to put him in a persistent vegetative state so the GOP could pass a law to keep him alive.
4. I'm sure the man's family will welcome me as a liberator.
5. Look here, it says "Non-resident hunting license". The guy lives in Maine!
6. Our attempts at Social Security reform have failed miserably. I've decided to fix the problem, one senior at a time.
