I think that Criss ("I am a dork" spelling, right Euro?) had the shill drop in with a group of civilians.

The shill, in this case, is a double-amputee on top of a dwarf or little person. The bottom half wears a long skirt getup that they can see through and probably a harness of some sort on their shoulders to support the top half.

It would take some practice, but the two could look pretty natural walking around after a while.

After all, Dopey and Sneezy did a heck of a dancing job with Snow White!

So, what we see here is the natural evolution of a Disney gag gone to horrific extremes. At least they didn't go for the total gross-out with fake entrails sliding along behind the top half. (I think I might have done that)
