Craptastic Star Wars tie-in

I just took my lunch break at a crappy place near my office - Burger King on one side, Starbucks on the other, "speed-mart" in the middle.

As I was finishing my chicken sandwich, I noticed this standee in the middle of the store:

(sorry for the bad photo, but I used my cameraphone and the thing was backlit like crazy)

Anyway, Star Wars lottery tickets? There's even a sign reminding us to "collect all 12". Jeez.

Plus, what does "The Circle Is Now Complete" mean? Does ROTJ somehow flow into TPM in some weird Pink Floyd:The Wall way?
