There are two levels of closure numbers. There is when Disney is willing to start closing the parks for customer experience reasons and there is when the fire marshall says the parks have to close.

The latter number is higher than the former and the former can change quite a bit depending on various factors. For example, if Disneyland knows months in advance that 90,000 people will want to be in the park on a day they can schedule staff and supplies for it, but if they expected 45,000 and get 60,000 instead they can be overwhelmed. Also, if high capacity attractions are closed Disney's closure number will go down to reflect that there is less to do.

But for special events where Disney knows that most people are just there to be there on that day and are mostly ok with sitting around doing nothing (New Year's Eve, the last day of MSEP) they can increase the number quite a bit up to the fire marshall's limit.

Also, the attendance numbers you see for any given day are almost always total unique entries and not peak simultaneous guests. People come and go all day so the highest number of people that were in the park at the same time is usually quite a bit lower than the total number that came in.
