I don't know if it is in the video (it won't play for me) but if breathed it will make your voice lower, the opposite of helium. That's how Isaac Hayes does it.

That is one of the two key elements of the video. One person does inhale it and his voice not only gets lower, but it also sounds slightly scrambled - kinda like Pinhead from Hellraiser.
