Granted, but I would think 38 in base217 would be å - lower case 'z' + 12 more places up the ascii chart.

Except that ASCII is 7-bit so couldn't accommodate base217. So I'm switching to either 8-bit (such as ISO 8859-1) or larger (unicode). In both of those, 38 is & (since we have to change character coding I see no reason to skip the first 47 positions as we do with ASCII for hexadecimal notation).

Have we killed Kevy's joke yet?

Humm, good point. 0-9+a-z are not in order on the chart, so the only solution is to make up your own damn list for base217.
