I disagree with that (but I'm not cop, so what do I know). If my wife/sister/daughter/complete stranger is being raped I'd rather have someone step in and put a stop to it than just be an eye witness. Criminals would be more scared to commit crime if they thought there was someone who would put the beatdown on them. Like airplane passengers vs terrorists, law abiding citizens outnumber violent criminals and we can take them down.
On the other hand, who watches the Watchmen? Also, it could escalate into an arms race between criminals and heroes. Would there have been a Joker if there wasn't a Batman? Violence begets violence and all that.
It's a moral dilemma, but I side with the heroes. At least their hearts are in the right place.
