Then you haven't been paying attention. It snowed in the San Fernando Valley somewhere around 1988 or '89. And somewhere around '93 or '94 I vividly remember trying to rollerblade across what I thought was a puddle but was a solid patch of ice, still frozen at 11AM. And I remember many many mornings turning on the hose for my dog's water dish and having bars of ice shoot out. The cycle is around 5-7 years that we get a stretch of freezing weather. This is definitely one of the colder ones, but it ain't unprecedented.

Frost is not uncommon, snow at the beach is VERY unusual.
