Hmm, weird. I used them in Costa Mesa with no problems...

And now I've just looked up the City of Costa Mesa's website. Yes, you can light fireworks between 4 and 10 PM. Though I've seen them go off much later.

Besides... who even starts lighting them until 9 with all that sunlight, anyway? Lame.
