Although I cannot pinpoint the date, I am pretty sure those stairs were added around the same time the PoTC entrance was rebuilt with the walkover (to accommodate Fantasmic! crowds)

You are correct. I've been trying, in vain, to find a picture of the entrance before they built the stairs.
