All you need is a tool that is concave to do that. Hollow out the back of any toothbrush, or if you have a small headed brush like I do (SoniCare) then an alternate would work (like the right shape measuring spoon). Interesting idea!

Actually, doesn't someone make a drinking faucet attachment for bathroom sink faucet?

First of all, I don't have my plastic whittling kit with me; secondly, if I have a spoon at the sink I may as well have a cup instead; lastly, why spend so much money to stick a drinking faucet there?

I knew Erica would chime in I think that this could (hopefully) become the standard for toothbrushes, much like nylon bristles and rubbery grips. Already my toothbrush seems woefully inadequate next to this one.

I used to have this little $5 plastic gizmo that went on the faucet that allowed water to run as normal and also turned the sink into a drinking fountain. It was neat when I was a kid!
