I like the steampunk genre aesthetically but can't think of anything besides William Gibson's "The Difference Engine" that was a good thing in the genre (I mean, besides elements of Jules Verne's writing). I saw an anime called "Steamboy" which had some great steampunk visuals, but fell flat in the plot department.
Not sure if comic books are your bag, but Moore's The League of Extraordinary Gentleman is a good example.

And aspects of The Golden Compass - Lyra's Oxford - were very steampunk inspired. And the book is fantastic.

I liked the steampunk elements in The Golden Compass but mostly because they were pretty minimal and mostly in the background. The movie version of The League of Extraordinary Gentlemen is a good example of it as well but the movie thoroughly sucks (but not because of the steampunk).

While not strictly steampunk, I think my favorite title is Diamond Age.
