I believe if she has "protect my updates" clicked, her username won't show up in a search, you'll only find her once she adds you.

I think it must be a Twitter problem. She is not locked. Earlier, I couldn't locate anyone in a search (but that is not a problem anymore). It could just be that the Twitter search database is slow in indexing.
