The card could have restrictions on use. It could not be used to pay down existing debt, only for new purchases.

I still don't believe it will have any significance on the economy. Just my $0.02 on the subject.

No, I don't have links handy to support my thesis (although they are out there). And no, I am not going to debate the issue. I just don't believe that it will work.
