I believe licenses weren't being issued while it was being adjudicated by the Connecticut Supreme Court.

eta: Apparently the decision came down in October...I would guess that county clerks were given a month to reformat marriage certificates to include the options Morrigoon cited.

One of the issues on the Connecticut ballot was for a Constitutional Convention which was to be convened for the express purpose of changing the Connecticut state constitution to ban gay marriage. The issue failed.
