I don't know if I'm reading things right but looking at their record at ABC it appears that the issue may not be disciplinary.

Apparently they initiated a license transfer last year and have been functioning under temporary licenses. I wonder if the problem was in that process.

So I say go ahead and eat without worrying that they were busted for serving 4-year-olds.
