I thought you were going to say that instead of charging by the gallon, they were going to charge by the teaspoon!
Not charging buy use seems pretty stupid. And unfair to those who conserve. As the saying goes "It's not the size of the meter that counts, it's how you use it!" That could be the new campaign slogan for the opposition.
