It would be cute if it didn't move so blinkin' fast. Here's a question from a tech-ignorant. what governs the speed with which the frames on those GIFs moves? (They are GIFs, right? I don' tknow much of anything.)

Yes, they're gifs, and the creator can make them go as fast or slow as they want. Same principles as animation.
