my guess is hes seen you before and plans to again. he probably decided that wasnt the time or place or perhaps even decided to create what you just described. the 'hmmmm' factor.

and yeah, weird $h!t happens to me alot. I kinda dig it.

You'll see him again. Next time, he may act like he doesn't remember you, but he does. The next time, if you act like you don't remember him, he'll say something conversational- test the waters, see if you remember. It's a somewhat intriguing game, but if he's a player, you'll know. Whatever you do, if you're interested- let him think he's got it going. Play along and have fun.
